Senior public-sector leaders are pitched relentlessly, constrained by ethics rules, and rarely able to speak candidly in rooms full of sales teams. HALSO is built as the inverse: problems submitted or validated by public-sector participants, facilitated exchange, protected discussion, and practical guidance published afterward.
Partnership supports the full implementation cycle: a member-submitted problem, a facilitated exchange, implementation guidance, community follow-through, and one curated flagship each year.

A sponsor may be recognized on an implementation brief. The synthesis stays HALSO-authored and editorially independent, carries no confidential or attributable material, and is never subject to sponsor approval.
Service, not access
A named relationship
Every partnership is a named account with defined service standards and a single point of contact. A named relationship means HALSO service, never a named public official.
Never included
This block is permanent and contractual.
It is the reason the forum works. No one at HALSO may set it aside to close or retain business.

Every agreement carries a written benefit schedule and states plainly that sponsorship does not include member contact data, a member or applicant roster, guaranteed access to public officials, a guaranteed speaking role, control over participant selection or findings, or entry to designated public-sector-only discussions.
