An actively facilitated implementation forum
Working sessions begin with implementation challenges submitted or validated by public-sector participants, not sponsor inventory and not the need to fill an event calendar.
Problem-led programming
You bring the implementation challenge. It shapes the agenda rather than decorating it.
Protected discussion
Designated public-sector-only discussions are protected. Commercial participants cannot purchase entry. Working sessions run under the Chatham House Rule.
Practical output
Implementation guidance following each major exchange, anonymized unless attribution is expressly approved.
Ask a Peer
Bring a live challenge and HALSO puts you in the room with a member who has already worked it.
Brokered peer connections
Tell us the challenge. HALSO identifies a relevant peer and asks both sides before making an introduction. No browsable public-sector directory.
Pulse checks
As participation grows, short member pulse checks will provide aggregated, directional views of where agencies stand.

How verification works
You complete a brief application
A short form. HALSO carries the verification work, not you. Applying does not create an account, reserve a seat, or guarantee acceptance.
We review by hand
Every public-sector applicant is manually reviewed before community access is approved. Every application receives a personal review within two business days. A review does not guarantee approval.
Access arrives by invitation
Approved applicants receive a separate personal community invitation to create a secure member account. Nothing on this site skips that review.
